The state of Chhattisgarh came into existence from 01.11.2000 and Chhattisgarh State Electricity Board w.e.f. 15.11.2000, State Load Despatch Centre started functioning from 01.12.2000 in the premises of 400KV Sub-Station, at Khedamara Bhilai, which is about 8 KM from Bhilai Power House Railway Station towards Nandini. The permanent building of SLDC is likely to come up by the end of 2009 at Dagania Raipur near the head quarter of all power companies of state.

Chhattisgarh State is one of the constituents of Western Region Grid. Others are, Gujarat, Madhya Pradesh, Maharastra & Goa (including Daman & Diu).All the State Load Despatch Centers have to comply with the directions of the Western Region Load Despatch Centre (WRLDC) at Mumbai.

The Supervisory Control and Data Acquisition (SCADA) System supplied by M/s ABB was commissioned with 14 no. RTUs, at different sub-stations by 30.03.2003. In addition to work station at SLDC control room & chief engineer, five numbers workstations have been also extended to the head quarter, Raipur for Chairman and Members of the Board, through which the real time data of whole western region system is displayed.

Western Region has the distinction of the implementation of Availability Based Tariff (ABT) for the Central Sector Stations, first in the country w.e.f. 01.07.2002, after which the grid operation has under gone a sea change. With this, inter-regional and intra-regional power trading has started with surplus/deficit of power. Hence the role of Load Despatch Centre has become more vital in trading this power on the basis of frequency of the system by way of unscheduled Inter-Change (U.I.) charges.

In another significant development, the Eastern Region which at that time was power surplus, was synchronized to Western Region through newly commissioned 400 KV Rourkela-Raipur (PGCIL) double circuit line on 2nd March' 2003. This has enabled the transfer of excess power from Eastern Region to Western Region constituents and improved the frequency profile.

In Western Region, Unified Load Dispatch & communication (ULDC) scheme has been implemented with the latest SCADA system of M/s GE and telecom equipments of M/s Marconi and the communication system was strengthened by laying 227 kms of OPGW .Its commercial operation started from 01.02.2006.Presently the SLDC is connected with 28 no. of RTUs from different sub stations of state as well as Central sector utilities in state and also extending the facility of 09 no. SCADA terminals to company heads at HQ.

The day 20.04.2005 has been an important day in the history of power system when the Central grid comprising of NER, ER and WR was synchronized with the Northern grid through 400 KV Gorakhpur-Muzaffpur double circuit lines.

With the introduction of Open access of transmission lines w.e.f. 01.04.2007, and now SLDC is the nodal agency for Short Term Open Access.
